The Delaware Film Initiative was presented to the House Film Task Force Committee in December of 2007.

Since that time, the Initiative has been heavily researched on everything from its potential impact to the viability of the financial model.

Below is the collected research that backs the findings and statements found on this website.

New Mexico's 2009 Report

New Mexico has one of the most successful program's in the country, thanks to Governor Richardson's support. It has created over 10,000 jobs and brought over $2 billion of investment to the state. The New Mexico Film Office, in response to doubts expressed by critics that the incentives were actually providing a positive return on the state's investment, commissioned and released this report.

Pennsylvania's 2008 Report

In less than a year, the film tax credit spurred more than $300 million in direct economic activity in Pennsylvania – calculated to create an estimated 4,355 jobs and generate nearly $20 million of new tax revenue.

Impact of the "Dead Poet's Society"

Representative Blakey commissioned a task force to investigate the viability of attracting the film industry to Delaware. That document reports that Dead Poet's Society brought in $6 million to the state and employed over 100 vendors.

Delaware Tourism Alliance Report

One of the most significant impacts of the film industry is the film tourism it attracts, estimated to be at the lowest a 5.5% annual increase by New Mexico. This report commissioned by the Delaware Tourism Alliance provided the figures used to estimate the impact that would create.

Louisiana's Film Commissioner Guide

Louisiana has one of the first state's to have a film incentive program, and this guide provided the guidelines on estimated economic impact for films. They recommended a multiplier of 2.12, meaning that for every dollar of film budget, and additional dollar of economic activity is created within the state. For purposes of being conservative in our estimates, we rounded down to 2.

Delaware's CAFR Report 2008

Every the state's Department of Finance, Division of Revenue publishes a report on the state's budget. We utilized these numbers and figures to calculate the potential tax return that could be generated by bringing films to Delaware.
